Job Description and Duties

Under the administrative direction of the Deputy Executive Officer (DEO) for the External Affairs and Compliance Division, the Staff Services Manager II (SSM II) performs a full range of supervisory duties for the division’s Public Affairs and Outreach Section. The SSM II is responsible for the California Victim Compensation Board’s (CalVCB) public media relations, website, statewide outreach efforts, and the more difficult professional, sensitive, and technical tasks associated with CalVCB’s internal and external communications. As the spokesperson for the CalVCB, the SSM II is responsible for facilitating effective communication across traditional, social media, and digital platforms that reach underserved and multicultural communities across California.

This position provides hybrid telework opportunities, with employees required to work in person at least two (2) days per week and as needed/required. Beginning July 1, 2025, all employees will be required to work in person four (4) days per week in alignment with Executive Order N-22-25.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment and once per year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • General knowledge of communication practices and strategies including AP style and social media best practices.
  • General knowledge of website governance and best practices.
  • General knowledge of accessibility compliance laws such as Section 508 of the Rehabilitation Act and  Web Content Accessibility Guidelines (WCAG).
  • General knowledge of the formal and informal aspects of the legislative process.
  • General knowledge of the department’s mission, goals and policies to ensure that the progress and completion of work assignments and tasks conform to the overall objectives of the unit and/or division.
  • General knowledge of victim compensation program and CalVCB resources to be able to establish program goals/objectives, identify/resolve program issues, etc.
  • General knowledge of governmental functions and organization at the State and local level to maintain and foster a good working relationship with our clients.

Location

CalVCB is located at 400 R Street in downtown Sacramento, blocks from the light rail and public transportation and within walking distance to restaurants, Sacramento River levee bike trail, the State Capitol, farmer’s markets and the Golden 1 Arena. Our building has easy access to I-5, Highway 50 and Highway 80.
